If you ever get permission denied on the a user created UFN make sure that the you have the following property in your SQL Function Spec: GrantServiceRolePermission="true" That will ensure that the BBAPPFXSERVICEROLE gets granted execute permissions on your UFN.

Make sure to check the windows event viewer. We found that we were getting warnings with a pretty descriptive message when the creation of an exception batch failed.
